New Immigrants - BARRED
Refugees - BARRED
Green Card Holders/Special Immigrants/Lawful permanent residents - CASE-BY-CASE
Dual Citizens - ALLOWED (if presenting passport of second non-barred country)
Diplomats - ALLOWED
